L’idée est émise par la CD du Musée en 1895. Le ministre marque son accord de principe. Il s’en suit de nombreuses séances de concertation avec la Commission royale des Monuments. Le 9 janvier 1897, l’assemblée décide que le médaillon Balat prendra place au centre du mur du premier palier du grand escalier et que son exécution, en marbre, sera confiée à Vinçotte. En novembre 1899, il est dit que le médaillon est en bonne voie d’exécution. Le modèle en plâtre est prêt en août 1901.
